New Decree to Boost Nightlife and Entertainment Tourism in Panama City

PANAMA CITY – In a bid to enhance entertainment tourism and bolster the nighttime economy, the Mayor’s Office of Panama has unveiled Decree No. 12-2024. This regulation outlines specific guidelines for the operation hours of establishments primarily focused on selling alcoholic beverages.

The decree will take effect immediately following its publication in the Gaceta Oficial, the official gazette of the Republic of Panama.

Operating Hours Remain Unchanged

Importantly, the new decree does not alter the existing general operating hours for commercial establishments that serve alcohol. These hours are as follows:

  • Sunday to Wednesday: 9:00 a.m. to 3:00 p.m. the next day
  • Thursday to Saturday: 9:00 a.m. to 4:00 p.m. the next day

Introduction of Special Night Recreation Zones

A key feature of the new regulation is the introduction of two designated areas known as ‘nocturnal recreation zones’ where establishments can operate without the typical restrictions on operating hours. These zones, which specifically cater to venues with nocturnal operating permits that meet legal requirements, include:

  1. La Calzada de Amador: Stretching from Calle Van Hock to Isla Flamenco.
  2. The Historical Monument Complex of Casco Antiguo, Panama.

These zones are expected to provide a vibrant atmosphere for nightlife, ensuring that both residents and tourists can enjoy a wide array of entertainment options.

Exemptions for Hotels and Event Halls

Under the new decree, hotels and event halls are granted exemptions from the standard operating hour restrictions. However, this exemption is contingent upon activities being held indoors, adhering to established noise regulations, and maintaining a valid ‘Informe Previo Favorable’ (Favorable Prior Report) and nocturnal permit issued by the Mayor’s Office of Panama. Importantly, operations must ensure that noise levels do not disturb the surrounding community.

The Mayor’s Office of Panama reaffirms its commitment to maintaining existing municipal regulations concerning noise generation, ensuring that the implementation of this decree aligns with community standards and public welfare.

This new initiative by the Mayor’s Office is anticipated to invigorate Panama City’s nightlife, providing a controlled yet lively environment for entertainment while supporting local businesses.
